Description

This is the fifth annual Family Law Quarterly article discussing new state family laws that were enacted in the previous year. The article discusses 34 laws from 27 states, New York City, and the District of Columbia, grouped into the following categories: (1) Child Welfare, (2) Parents’ and Children’s Rights, (3) Parentage, (4) Child Custody and Visitation, (5) Financial Support, (6) Domestic Violence, and (7) Technology and Artificial Intelligence. Specific topics of the laws featured in this article include, among others: • Restrictions on anonymous reports of child abuse and neglect (New York); • Protections for gender-affirming and reproductive health care (Massachusetts); • New confirmatory adoption and/or voluntary acknowledgment of parentage procedures (Hawaii, Illinois, Nevada, New Mexico, Oregon, and Vermont); • Designated safe locations for parenting time exchanges (Arizona); • Consideration of pregnancy-related expenses as “child support” (Kansas); • “No-fault” cohabitant abuse protective orders (Utah); • Free legal services for domestic violence survivors in divorce proceedings (New York City); and • Holding artificial intelligence program owners and operators accountable for harmful communications with children (New Hampshire).
