Description
Judge Harwood graduated from New York Law School in 1904. In 1936, he was appointed as a Special Assistant to the United States Attorney General, to help prosecute mail fraud cases. From 1937 to 1938, he was a Judge of the United States District Court for the Canal Zone in Panama. He also served as Governor of the United States Virgin Islands from February 1941 to January 1946.
