Abstract
These rebuttal comments incorporate insights from US Trade Representative Jamieson Greer's public remarks on December 10, 2025 to the Atlantic Council,2 that sheds additional light on the administration’s approach to the USMCA, its overall US trade strategy, and the nature of this review. This better understanding of the USTR’s approach permits a more informed rebuttal commentary. My core submission remains the same as in my oral statement: law, not leverage, builds North American prosperity.
