Ambassador David J. Scheffer was the first U.S. Ambassador at Large for War Crimes Issues and led the U.S. delegation to the UN talks establishing the International Criminal Court. He negotiated the creation of five war crimes tribunals and chaired the Atrocities Prevention Inter-Agency Working Group. Ambassador Scheffer also served on the Deputies Committee of the National Security Council and as Senior Adviser and Counsel to Dr. Madeleine Albright, the U.S. Permanent Representative to the United Nations. His latest book is The UN Charter: Five Pillars for Humankind (Springer 2025, co-author Mark S. Ellis).

George Katrougalos is the Independent Expert on the promotion of a democratic and equitable international order (appointed by the Human Rights Council) to identify possible obstacles to and best practices in the promotion and protection of a democratic and equitable international order at the local, national, regional, and international levels. A former Minister of Foreign Affairs of Greece who previously served as a member of the European and the Greek Parliaments, Mr. Katrougalos is professor of public law at Democritus University of Thrace.

In the absence of a single global standard, multinational businesses facing financial distress need a coordinated restructuring plan that works across courts in different countries. Among other choices, companies that select a foreign forum can use Chapter 15 of the U.S. Bankruptcy Code, which is designed to manage cross-border insolvency cases and provides a legal framework for managing debts and assets involving multiple countries. This program will explore these options, discuss the contours of Chapter 15, and examine its use in French conciliation and restructuring proceedings.

ACROSS THE WIRE: A TRANSATLANTIC OUTLOOK OF CYBERSECURITY, DATA TRANSFERS, AND AI REGULATIONS

THE FUTURE IS PEACE | On Promoting Reconciliation in Israel/Palestine

Two prominent peacebuilders, Aziz Abu Sarah, a Palestinian from Jerusalem, and Maoz Inon, an Israeli who grew up near the Gaza border, discuss their work and shared vision for coexistence in Israel/Palestine and the personal stakes that fuel their mission. Abu Sarah’s brother was killed by the IDF during his youth, and Inon’s parents were killed in the October 7, 2023 attacks in Israel. Instead of succumbing to rage, Abu Sarah and Inon have transmuted their personal pain into a shared commitment to expanding civil society’s role in creating peace.
