During armed conflicts, belligerents often gain control over foreign territory and become occupying powers. This triggers the international law of occupation which imposes duties and responsibilities on the occupying power in relation to the local population while granting it certain security powers. How does the law of occupation attempt to balance between these interests? What are its key dilemmas? How have any contemporary events – such as the occupation by Russia of parts of Ukraine, the United States' former occupation of Iraq, and Israel’s ongoing occupation of Palestinian territories – raised issues or questions about the current legal framework on occupation?

Eliav Lieblich, Professor of Law at the Buchmann Faculty of Law in Tel-Aviv University, will give an overview of the international law of occupation and discuss select issues in this area.
