Professor Michael Botein (left) & Professor David M. Rice (right) appeared as witnesses before the House Communications Subcommittee regarding revisions of the Communications Act. The National Telecommunications and Information Administration told the House Subcommitte that the present system of broadcast regulation was “flawed” and should be replaced. Professor Botein and Rice were two of the forty-four witnesses participating in the four days of testimony
